Slice off the stem at the bottom of the cauliflower, then put it in a baking dish or skillet with at least two-inch-high sides.

In a smaller bowl, combine the softened butter with the garlic, paprika, and salt. Smear this mixture all over the cauliflower, focusing on the top and sides.

Cover the cauliflower loosely with foil. Bake it for about 40-50 minutes, or until the middle feels soft when poked.

Turn the oven down to 375°F. Take off the foil, brush the cauliflower with the pan butter, and sprinkle on the Parmesan and chives. Let it roast uncovered 15 more minutes, brushing with butter every few minutes, until the top looks nicely browned.
